Standing Up or Standing By: Understanding Bystanders’ Proactive Reporting Responses to Online Harassment

Online harassment, a type of cyberbullying behavior, poses serious risks to users of social networking sites (SNSs) and challenges to platform providers. In recent years, many SNS providers have implemented built-in reporting functions to combat such aversive online behavior. However, the effectiveness of these reporting tools in encouraging proactive intervention remains relatively unknown. This study aims to address this gap in prior research by uncovering the underlying mechanisms driving bystanders’ decision to use these built-in functions to report online harassment. Drawing on Protection Motivation Theory and the model of whistleblowing as theoretical lens, we developed a research model that explains how a set of appraisal factors shape bystanders’ willingness to use the built-in reporting function on SNSs. We empirically tested the research model with a sample of 304 active Facebook users. The analysis of our data shows support for most of our hypotheses. Specifically, our results reveal that bystanders’ appraisal of the severity of an online harassment incident, perceived personal responsibility for addressing the incident, perceived self-efficacy in using the built-in reporting function, and perceived effectiveness of the reporting function in curbing online harassment are pivotal appraisal factors that promote bystanders’ willingness to report. Shedding light on how to effectively mitigate the negative consequences of online harassment, this study yields valuable insights that guide the development of a brighter and safer digital society and answers a recent call for understanding of the societal impact of the use of information technology.

Dr. Bo Sophia Xiao (PhD in MIS, University of British Columbia) is an Associate Professor in the Information Technology Management Department at the Shidler College of Business, University of Hawai’i at Mānoa. She holds the endowed Shidler College Distinguished Associate Professor for her contributions to research. Dr. Xiao’s primary research interests include human–computer interaction, dark side of information technology, social media and social networking, and health information systems. Her research has been published in leading peer-reviewed journals, including five papers in Management Information Systems Quarterly (MISQ) and Information Systems Research (ISR), and proceedings of premier academic conferences. Dr. Xiao is currently serving as Associate Editor of MISQ. She is also serving as Associated Editor of Internet Research, Guest Editor of the Internet Research Special Issue on “The Sharing Economy”, Guest Associate Editor of the Information Systems Journal Special Issue on “Dark Side of IT Use”, Guest Associate Editor of the Decision Support System Special Issue on Omnichannel Business: Opportunities and Challenges), and Advisory Board Member of Industrial Management and Database Systems. In addition, Dr. Xiao has served as conference program co-chair of International Conference on HCI in Business, Government and Organizations 2018, track co-chair of ICIS 2017, ECIS 2015-2017, PACIS 2016, as well as mini-track co-chair of all the major academic conferences in Information Systems.
